Zaida Roshandel is Program Manager of the Puerto Rico Convention Center District Authority (PRCCDA) Navy Pier Frontier Revitalization. She leads Plexos’ program and grant management, and staffing efforts on projects designed to revive the San Antonio Canal waterfront and local adjacent areas, improve connectivity, expand social services, and promote sustainable economic development.
Zaida brings decades of expertise in planning and managing capital and infrastructure programs and real estate development in the government, multi-family housing, K-12 schools, higher education, and Public-Private Partnership (P3) sectors. Her extensive experience includes leading initiatives with diverse stakeholders while executing key responsibilities, from project definition to permitting, procurement, program compliance, and community outreach. She focuses on clear communication, continuous improvement, and collaboration to exceed client expectations.
Before she joined Plexos, Zaida was a Senior Technical Advisor in Guaynabo, Puerto Rico, providing technical and strategic advisory services to government and private sector clients. She managed capital, infrastructure, and P3 projects for the Puerto Rico Public-Private Partnerships Authority, the University of Puerto Rico, Puerto Rico Department of Transportation and Public Works, and the Maritime Transportation Authority.
Earlier in her career, Zaida was deputy director of the Office of Planning, Design and Construction, Division of Asset Management & Maintenance for the Commonwealth of Massachusetts, providing leadership and oversight for the delivery and compliance of capital and redevelopment programs. In that role, she oversaw over 20 projects with a nearly $500 Million budget for new construction, renovations, energy, and capital improvements. She also served as senior project manager for the Massachusetts School Building Authority evaluating feasibility studies, reviewing design, and monitoring construction through closeout.
