Yan Carlo Oquendo-Ramos, PMP
Program Manager, City Revitalization Program
Yan Carlo Oquendo Ramos brings more than 15 years of sustainable infrastructure program expertise and energy policy insight to manage large-scale projects, including those funded by Community Development Block Grant-Disaster Recovery (CDBG-DR) dollars. An architect by training, Yan focuses on building resilient communities through renewable energy alternatives, new urbanism, retrofitting, and sound environmental design. He currently serves as program manager of the Puerto Rico Department of Housing’s (PRDOH) $1.29B City Revitalization Program.
Before he joined Plexos, Yan was Director of the Program Management Office for Puerto Rico’s Central Office for Recovery, Reconstruction and Resiliency (COR3). He implemented and managed complex reconstruction projects funded by $25 billion in funds obligated through FEMA Public Assistance (PA) and Hazard Mitigation (HMPG) grants.
Earlier, Yan served as the Executive Director of the Department of Economic Development and Commerce’s (DEDC) Energy Policy Program. He oversaw the strategic implementation of Puerto Rico’s energy policies and managed its Weatherization Assistance Program, the State Energy Program, Energy Assurance Plan, and the Green Energy Fund. Simultaneously, Yan Oquendo was designated as the President of the Auction Board for the Puerto Rico Industrial Development Company (PRIDCO).
While pursuing his master’s degree in sustainable design from Boston Architectural College, Yan gained photovoltaic solar design experience at a firm supporting the Solarize Boston Program. He later started up a photovoltaic system for a residential-scale business in Puerto Rico. He studied abroad in Argentina and Barcelona while pursuing an architecture degree from the Polytechnic University of Puerto Rico.
Yan is a certified LEED Green Associate of the U.S. Green Building Council and a Project Management Professional (PMP). He taught as a professor in the University of Turabo’s Architecture Master Program.
