Plexos Group coordinates advance protective measures, as well as mitigation program applications that enable New Mexico to facilitate long-term solutions to fight flooding risks.
Following the devastation of wildfires in New Mexico in 2022, the burn scar across the impacted areas made mitigation efforts a critical aspect of the state’s ongoing response and recovery activities. Every spring during snowmelt, and every summer during Monsoon Season, areas that are vulnerable to the burn scar will face potentially disastrous flooding.
The Plexos team is providing a comprehensive mitigation strategy that addresses immediate mitigation needs and increases the total amount of funding available to support long-term mitigation work across the impacted areas. For example, in tandem with FEMA-PA project development, our team is evaluating every project for Category C-G Permanent Work to identify opportunities for application of the 406 Hazard Mitigation Grant Program (HMGP); and coordination efforts with the U.S. Army Corps of Engineers and the Environmental Protection Agency are addressing immediate advance protective measure needs that will not be addressed by HMGP before the coming Monsoon Season.
The team’s comprehensive strategy utilizes georeferencing, collaborative workshops with federal and local partners to identify 404 and 406 opportunities, and project development to build a full picture of what is needed to restore the watershed – and mitigate flooding – as well as to push identified opportunities forward through Applicant and sub-Applicant support. This support further includes benefit-cost analysis and coordination with hydrologists to facilitate the studies necessary to move recommended projects forward.
These efforts also serve to inform funding requests through other programs. For example, coordination efforts with the U.S. Army Corps of Engineers and the Environmental Protection Agency are addressing immediate advance protective measure needs that will not be addressed prior to the coming Monsoon Season by HMGP; and long-term efforts through the Hermit’s Peak / Calf Canyon Claims Office, Building Resilient Infrastructure and Communities (BRIC), Flood Mitigation Assistance (FMA), and CDBG-MIT are being coordinated and informed based on identified gaps through active project tracking. As Plexos collects cost estimate data and justifications for key mitigation projects, we can translate that information to inform robust project applications.
