Paul W. Rainwater to Chair Gov. Landry Task Force on the Sewerage and Water Board of New Orleans

Louisiana Governor Jeff Landry selected Paul W. Rainwater to serve as Chairman of his Task Force on the Sewerage and Water Board of New Orleans.  In the fall of 2023, Rainwater served on Governor Landry's transition team in which he worked to analyze the city's infrastructure needs and project prioritization of sewerage upgrades.

After New Orleans’ second flooding in 2017, Rainwater was appointed by then-New Orleans Mayor Mitch Landrieu to serve as Interim Emergency Manager of the New Orleans Sewerage & Water Board. Rainwater supplemented existing leadership at S&WB for 100 days during hurricane season as the team worked to fix the infrastructure and stabilize the organization.

Rainwater also played a key role in the long-term strategic plan to identify funding sources to fix the S&WB 's aging infrastructure and improve the reliability and resilience of the city’s drainage and drinking water systems. He sought flexibility from federal agencies while working with the White House, the Department of Energy, and the Louisiana governor to identify possible funding sources and align the need with funding requirements. That funding is now being used to make infrastructure improvements.

In addition to his extensive knowledge of New Orleans infrastructure, Rainwater's 30+ year career includes collaborating with four White House administrations, Congress, governors, FEMA and HUD. He has helped streamlining access to more than $52B in funding and resources that empower communities to recover from natural disasters, respond to cybersecurity attacks, improve education systems, and build equitable and sustainable housing solutions.
