Relevant Experience

Deepwater Horizon Claims Center, Director— Multidistrict Litigation Claims Administration, 2012–2013

Mr. Fisher served as the Chief Operating Officer and Director of Business Processes. He developed and launched a quality assurance program for the Deepwater Horizon program using a Lean Six Sigma approach, resulting in significant cost savings and improved accuracy and quality, while generating increased operational efficiency by creating a culture focused on continuous improvement and statistical accountability. His responsibilities included:

• Implementing reporting metrics for improved program transparency.
• Championing program oversight and award compensation calculation testing and algorithm verification among the defendant, plaintiff steering committee and the vendors.
• Finalized all contract discussions with the vendors and benchmarked costs between vendors to identify administrative cost-savings opportunities.
• Lead efforts to develop and manage an end-to-end model that simulates the program with a goal of identifying appropriate staffing and associated cost. This modeling considers current and forecasts future volume requirements for customer service (calls and visits); claims processing; and fraud, waste, and abuse investigations, reconsiderations, and appeals, while maintaining consistently valid and predictable results.
• Developed internal testing of all claim types and produced quarterly assessments and recommendations with the vendors.

Louisiana State University Flores MBA Program / Adjunct Faculty, Baton Rouge, LA

Mr. Fisher Initiated development and launch of the Management Consulting Specialization Program in the Louisiana State University E.J. Ourso College of Business Flores MBA Program to provide MBA students with real world problem solving opportunities in multinational scenarios while teaching the statistical approach and methodology needed to be successful in today’s complex business environment. He was instrumental in the Development, design and implementation of an international collaboration between Louisiana State University and The University of San Paulo, Brazil and University of CUVE, Beijing China.

The Advocate, Director of Operations / Business Manager, Baton Rouge, LA 1998-2008

Mr. Fisher directed all facets of business operations including capital expenditures, budgeting, and P&L for $50M annual budget. Mr. Fisher managed advertising, circulation, marketing, IT, human resources, accounting, and production departments with ~650 staff members. Achievements include:

• Saved $2M in annual FTE expense by leading effort to reduce work force by 5%. Devised mechanism to identify personnel slated for termination and partnered with HR and legal teams to ensure fair layoffs and prevent any incidents of discrimination.
• Achieved 18% savings on $22M newsprint budget alone by replacing equipment and implementing a statistical process to measure improvement and accountability
• Maximized resource utilization and maintained profitability in troubled economy by building new $70M state-of-the-art production and distribution facility at $8M under $40M equipment budget. Increased profitability by leveraging economies of scale and implementing a Lean Six Sigma quality assurance operating model.
• Reduced fulfillment costs by nearly 70% by developing a statistically driven centroid distribution network while improving customer delivery times and accuracy by restructuring field and distribution model for more than 150K newspapers.
