Building Momentum

Plexos was founded in 2012 and its founder David Odom recognized that large-scale programs were being slowed by fragmented processes, poor coordination, and outdated systems. Drawing from his and company executives backgrounds in engineering, finance, construction, and program management, he brought together practical field execution, disciplined project management, and adaptable technology to support complex programs operating under intense public scrutiny and accelerated timelines.

What began as a firm focused on claims and disaster recovery management quickly expanded into broader infrastructure and capital program management. In 2014, Paul Rainwater joined the company, bringing decades of leadership in federal funding strategy, public policy, and large-scale government operations. His experience strengthened Plexos’ ability to help public agencies not only secure funding, but organize and execute major infrastructure initiatives from planning through construction and closeout.

In 2026, Rainwater was named President of Plexos while David Odom continues in his role as Chief Executive Officer, reinforcing the company’s focus on strategic growth, infrastructure delivery, and operational execution.

Over the last decade, Plexos has evolved into a national infrastructure program management firm supporting governments, utilities, and institutions across the United States and its territories. The company has helped clients manage some of the country’s most challenging and high-profile programs—ranging from water treatment facilities and utility modernization to transportation improvements, housing recovery, flood mitigation, and community revitalization initiatives.

Today, Plexos works side-by-side with owners to deliver infrastructure that communities depend on every day. Our teams help clients plan programs, manage procurement, oversee construction, coordinate stakeholders, maintain compliance, and keep projects moving from concept to completion. Whether supporting a permanent water treatment facility in New Mexico, utility resilience efforts in Hawai‘i, or major infrastructure and revitalization projects across Puerto Rico, Plexos brings a hands-on, execution-focused approach anchored by accountability for results.
